[phpOpenTracker-general] non cookie user counts as many users?

I've been asked to setup a tracking system for a group of web sites that 
average 6.000.000 impressions per month.

I already knew POT by name but when I found that it can split data on 
365 different tables the choice was made.

Trying around with different browser I found that if a user forbids the 
use of cookies from a website, each new page is logged also as a new visit.

This is very annoying! It would be much better if non cookie user would 
count as just one user.

Is there any way it to do it?
