Gunnar,
Your recipe looks fine for ISO-8859-1. But I don't get characters in
ISO-8859-1, I get them in Unicode.
So please use Unicode as your starting point:
http://www.unicode.org/charts/
Also, it's not really fair to the rest of Europe to just cover 8859-1.
I think you should cover 8859-2, 8859-3 and 8859-4, at least the
characters that reasonably resemble a plain Latin character.
