I just download Pixory 3.10 from the website and ran it successfully
by double clicking on the jar. So there must be something wrong with
the way that the JRE/SDK is configured on your machine.

As suggested in the Readme.html file, an alternative way to launch
pixory is to open a console window and issue this command: java -jar
pixory.jar. That ought to solve your problem.
