I think it works better to simply moderate new members. In that way it is
obvious if it is a spammer and you just don't approve the membership. To
moderate every message by every user is going to make an already slow
response group even slower since the traffic is so low to start with. One of
the prime great things about a group is the rapid response that it permits,
moderation of every message by every member kills that.
