THe SSL and lynx would have been my suggestion. Strange that that did
not work. ?

You can use JAVA_OPTS in the Tomcat startup. Are you the only user of
Tomcat then perhaps this is an option.
I don't think you can set java system properties per WebApp in Tomcat
