polipo needs administrator rights??

Hi,

I installed Tor 0.2.1.20 which includes polipo now.  When I try to run
polipo as a regular user it starts, however when I start firefox and enable
tor I get The proxy server is refusing connections.
If I logoff and login as administrator, run polipo, start firefox, enable
tor, I can surf the internet.  I tried granting my regular user full control
to the polipo folder but a regular user still can't surf the internet.
Can polipo be run as a regular user?  If so what am I doing wrong?
