What does servermaxslots actually do?

I'm currently using Polipo as a public proxy with many, many users. I'm kinda curious what does servermaxslots actually do. Does it limit the total amount of connections per server per all users, or the total amount of connections per server per one user? Cuz if it's the first, I don't want one user who is opening 100 connections to google.com block up google for all my remaining users. Since the manual suggests it might be the first, I'm currently using ridiculous values for it (a few thousand iirc) but I'm sure that that breaks lots of recommendations and creates unneccessary traffic (especially combined with PMM). ------------------------------------------------------------------------------ Everyone hates slow websites.
