yes it should. Except that U. Drepper thinks otherwise and unfortunately 
did not bother to document it anywhere.

Most Linux distributions patch this directly in glibc but Fedora has
chosen not to do so. The problem is masked because by default most Fedora 
users will have dnsmasq activated as a workaround for this brokenness. 

I am thinking it would be reasonable to reinitialise DNS at least every
time when online/offline state is changed?
