Consider all content stale?

Hi, I'm developing a program that runs on a cron every 15 minutes, checking for changes in over 400 pages. I'd like to avoid as many requests as possible, by checking the 'If-modified-since' header or something similar, but I want to check the header every 15 minutes, I don't want the 1-hour old content to be considered fresh. Will polipo behave as I want if I set the duration of the 'freshness' to something below 15 minutes?
