Nigel,

I'm assuming you hard coded the new ulimit settings ?
IE:
-----------------
Ubuntu 12.04.2 LTS

root@pound:~# ulimit -n
1024

Increase it....

EDIT: /etc/sysctl.conf
# Increase the open file limit:
# ADD:
fs.file-max to 400000

EDIT: /etc/security/limits.conf
# ADD:
* hard nofile 400000
* soft nofile 400000

REBOOT:
root@pound:~# ulimit -n
400000
