Show the FEATURE_EXTERNAL_FILTERS status on the status page

Better late than never.

Previously a couple of tests weren't executed as
Privoxy-Regression-Test couldn't detect that the
FEATURE_EXTERNAL_FILTERS dependency was sattisfied.
