Initial Comment:
It would be nice if {} statements in the actionsfiles could include line breaks.  For example:  

{+block{Reason}
 +crunch-all-cookies} 

This is also how the CGI pages are formatted.  For example, view http://config.privoxy.org/show-url-info?url=somesite.com and, under "Matches for...," look in the match-all.action section.  

Presently, putting line breaks in the actionsfile like this causes Privoxy to fail on startup.  

This feature request could be thought of as part of TODO item 22 (http://ijbswa.cvs.sourceforge.net/viewvc/ijbswa/current/TODO), but I wanted to suggest this specific aspect of "verifying the action files properly."  Thanks for consideration.

Yes, line breaks work if they are escaped with a backslash.  

I had tried this, and it didn't seem to work, but when I try it now, it
works.  Thanks for responding.

The CGI page should probably show the matches that way as well.

I do not consider the fact that unescaped line breaks aren't allowed a
serious limitation.
