Transferring privoxy.org to SPI

One of the reasons for the Privoxy project to become an associated
project of Software in the Public Interest, Inc (SPI) was to be able
to collect donations and have a legal entity to pay for privoxy.org.

The domain was and still is owned and generously payed for by
Andreas (BCC'd) who was always open to transferring it to one
of us.

After a recent reminder by Andreas, I've been in contact with
SPI's board of directors to figure out the best way to pay for
the domain.

The recommendation I got was to transfer the domain over to
SPI, which is what other associated projects like the Debian
project have done as well.

The good news is that SPI has partnered with a domain registrar
which would cover the costs (so they wouldn't cut into the
donations). SPI could also provide the DNS service for us.

Unfortunately this currently isn't documented on the website,
or we might have done the transfer years ago and already spent
the donations on things that actually help to improve Privoxy
itself, instead of saving them to eventually be able to cover
the costs of the domain.

The downside is that the domain would count as an asset and
for legal reasons SPI wouldn't be able to transfer it back
to an individual project member or to another organization
that isn't a 501(c)3 US non-profit:

I think we can live with that but wanted to mention it anyway.

If there are no objections, I intend to request the transfer
at the end of the month.
