sf ticket 23761

I opened a ticket on SF about getting email notifications for commit changes:
  https://sourceforge.net/apps/trac/sourceforge/ticket/23761

I followed the instructions at
  https://sourceforge.net/apps/trac/sourceforge/wiki/CVS%20syncmail
for enabling email notifications & got this back when commiting the
changes to CVSROOT/loginfo
