Summary: img-reorder hangs on large data: URI images

Initial Comment:
img-reorder filter hangs (or takes a very long time (core at 100%)) on pages with large in-line data: URI images using data: URI scheme.
Example: http://dopiaza.org/tools/datauri/data-uri-examples/
Tested on 3.0.19 on Windows 7 64bit.

Message:
Upon further testing, banners-by-size has similar problems with large
enough images.

Easy solution would be to put some reasonable limits on the match size in
the regexps.
