Currently the week day doesn't matter for me at all so I
see no problem with sending the announcement Wednesday. 

This means I would still tag CVS today, but wait with the
source tarball upload until Monday or Tuesday (because SF
no longer allows temporarily hiding uploads).

No problem.

The difference between 3.0.20 and 3.0.19 is that 3.0.19 was a pure bug-fix
release and followed shortly after 3.0.18. The assumption was that most
users skipped 3.0.18 and thus were interested in all the changes since 3.0.17.

For stable releases that follow beta releases we also usually keep
all the changes since the last stable version.

The announcement for 3.0.19 actually contained a complete list of
changes for 3.0.19, there just weren't that many compared to 3.0.18
or 3.0.20.
