I'm reasonably sure that in the past "staging" meant that the
files weren't visible until being "unstaged".

I just confirmed that I actually could "unstage" the source tarball,
but it was already visible previously and the download worked as
expected, even while not being logged in.

Yesterday the 3.0.21 OS/2 downloads were already visible to me on
both the website and the project feed, but I didn't test if the
download would have worked.
