unable to whitelist TAG

Hi,

using TAG to Tag content isnt allowing whitelist (-filter) for path or 
domains. Is this by purpose or is that a bug?

example:

(HTML-CONTENT based on a Content-Type Tag)

{+filter{some-content}}
TAG:^HTML-CONTENT$

{-filter{some-content}}
example.com
/example

in this case, whitelisting (-filter) isnt working.
