Initial Comment: To be able to set the time zone so that log file will have correct time. If the offset isn't correct, it's most likely a system misconfiguration (which may not affect all processes). Depending on the operating system, you may be able to use a custom offset for Privoxy by setting the environment variable TZ, for details see the tzset man page if it's available.
