To be able to set the time zone so that log file will have correct time. As I am in Western Australia "Perth" no daylight saving, time on local machine is correct but Privoxy log is always out by a few hours.

You are quiet correct with your answer as my windows machines don't have
this problem, how ever my Ecomstation is a different story.
I shall play around with TZ setting in the config file.

Privoxy already uses the libc functions localtime() or localtime_r() for
the log timestamp.

If the offset isn't correct, it's most likely a system misconfiguration
(which may not affect all processes).

Depending on the operating system, you may be able to use a custom offset
for Privoxy by setting the environment variable TZ, for details see the
tzset man page if it's available.

I'd recommend adjusting the system's time configuration, though.
