Initial Comment:
Privoxy working OK but I get a "Fatal Error cannot bind to 127.0.0.1:8118" 
Win 8.1 with all updates. 
I can load Config.Privoxy.org to get all config info but cannot launch the Privoxy program.
FireFox v 25 Manual config of proxy: 127.0.0.1 on port 8118
Nothing else running on port.
I have 2 Win8.1 PCs both exhibiting same behavior.

Privoxy is filtering ads properly so this error is confusing.
