While the results aren't in yet, I'd like to continue the
experiment thusly:

1) Clearly document in various places that donations are being used
   to fund work on Privoxy and that donors are welcome to let us know
   which TODO list items they are interested in the most.

2) Make donating from Europe more convenient.

   I already asked Zwiebelfreunde e.V. about this and they are
   willing and able to provide a (shared) bank account and
   a (dedicated) Paypal address for us:

   https://www.torservers.net/ (English, and technically just a
   Zwiebelfreunde e.V. project).

   In Germany Zwiebelfreunde e.V. is considered a "gemeinnütziger
   Verein" which means donations are tax-deductible (at least in
   Germany, maybe in other parts of the EU as well).

   This would be an alternative to SPI, not a replacement.

3) Keep track of hours spent working on Privoxy and occasionally
   send bills to SPI (and hopefully Zwiebelfreunde e.V.) with
   a hourly rate of up to 100 €/h.

   How many tracked hours are billed would depend on the amount
   of money that is available. Which tracked hours are billed
   would depend on the relevant German laws which don't treat
   all work equally as far as taxes and mandatory insurances
   are concerned.

4) Introduce a "Privoxy moral license" similar to the VML for
   people who prefer getting a bill (from an individual Privoxy
   developer, not from the team) instead of donating:

   Given that Privoxy is (AFAIK) less commonly used in the
   (porn) industry than Varnish, the interest in bills will
   probably be quite a bit low(er), but offering it shouldn't
   hurt.

I'm currently waiting for feedback from the local tax office
which is relevant for #3 and #4, but I'm optimistic that the
details can be sorted out by the end of next month.
