Have a look at http://config.privoxy.org/show-status
to verify that Privoxy is using all the files you are
expecting it to use.

By default user.filter isn't enabled, so you may have
to enable it in the config(.txt) file.

If that doesn't help, please enabled logging and provide
a log excerpt:
