Yay!  Got it & will get started, but family is coming over real soon
so I doubt I'll get much done before this evening.

I have the SF login page bookmarked:

which worked for me

I created https://sourceforge.net/projects/ijbswa/files/Sources/3.0.22 (stable)/
and uploaded the source & signature files.  Altho I am wondering if
anyone will care/notice your key has expired  (mine probably has too,
but I don't get the 'key has expired' warning msg when verifying other
files so I don't think gpg is complaining about me)

$ gpg --verify privoxy-3.0.22-stable-src.tar.gz.asc
