I got a report that the sources tagged 3.0.22 fail to build
when configured with --disable-force. This is fixed in CVS.

Given that this should only affect people building from source with
non-default settings (who shouldn't have a problem with applying
a patch manually), my current preference is to mention the fix in the
announcement (once the Windows and Mac OS X binaries are up) without
shifting the CVS tag or recreating the source tarball.

Any opinions about this?
