Short answer is that yes, the 3.0.22 install packages for Macintosh OS X 
will be published shortly. They completed testing last week and I've 
just been looking for the time to actually publish them online; it 
should happen before the week is out.

To answer your second question, in order to build the OS X installation 
from source the CVS project you'd need to check out is 
OSXPackageBuilder. The macsetup and osxsetup projects can be used (they 
were written for earlier releases of OS X but nothing significant in the 
OS has changed upon which Privoxy relies) but are more challenging to 
use and are retained for archival reasons only.
