It seems that the logdir is set to the relative path "." which means
Privoxy tries to write the logfile in the current working directory
where it doesn't seem to have write access in your case.

Changing the logdir directive in Privoxy's configuration to a
directory Privoxy can write to using an absolute path should
solve this.

I haven't used Windows in a while but if I remember correctly
you can also adjust the application shortcut to set Privoxy's
working directory to the directory the logfile is located.

I don't know if the installer (privoxy_setup_4.0.0.exe) can be executed
silently but there's zip file (privoxy_4.0.0.zip) that simply needs to
be extracted.
