Based on a quick grep of my pyblosxom directory, it appears that there
is not a single example of a script which calls update_static_entry.
Are we even sure that the function works? Is there a test for it
somewhere? So, if I wanted to use it, I would have to update every
plugin I use to call it when a file changes?

Actually, I think that my filelist cache allows every plugin in the
contrib directory to work without changes, with the exception of
logstats and lucene. Even comments should work. Why? Because my plugin
only affects the cb_filelist (directly) and cb_pathinfo (indirectly)
callbacks. All of the plugins in the contrib directory use other
callbacks that should still get run when using my cache.

I'll run some tests today to verify this.
