Comments merging, pass 2

Ok,

Here's what went in:

* Will's template unstomping.  If you are going to use this, you need 
to change your comment-story.html.  The only thing that needs to be in 
comment-story.html is a start <div> tag for the comments div.
* Roberto's htmlmail

The only outstanding issues I am aware of are Steven's secret number 
plugin(s) and possibly removing the dependency on pyxml.
