We have a user right now who's having problems with PyBlosxom 1.2's new 
requirement of Python 2.2.  He's on a box that's running Debian stable and 
he doesn't have root access to it.

It'd be interesting to quantify how many users this would affect.  We can 
argue it either way, but it'd be better to figure out how to accurately or 
even semi-accurately poll our users.
