From a Debian/Gentoo/whatever packaging system point of view it would
probably be easiest if the contrib-package could be installed using
distutils. For example to
/usr/lib/python<ver>/site-packages/Pyblosxom.plugins.

That could also make maitenance easier for hosting providers.
If a user want's to change/hack an installed plugin he could copy it to
his own plugin dir and set that in config.py. That could then be made to
overlay the default plugin.

As for the licensing issues, I'll try to handle that in the
plugin-registry-tool I'm working on. e.g. have the plugin-developer
choose a license from a given list while registering/uploading.
