I made my license changes in the DEVEL tag, but I just realized that I made some of my recent comments changes to HEAD. I guess I think that for stuff that we are actively working on that has been agreed upon, like the licensing changes, we should probably do that in HEAD. For me HEAD and DEVEL seem synonymous. Branches should be used for highly experiment or potentially sweeping changes and should be integrated back into HEAD after some amount of review.
