Ok,

Will, I'm sorry that this has been so frustrating.  I cannot volunteer 
to be the maintainer, but I can try to do something about the plugin 
pack.

I took a look at the branches and here's how it looks to me in terms of 
a releasing contributed plugins pack for 1.2.

There are 3 relevant branches

1. HEAD - this has a few changes that I made to comments related 
plugins.  These changes need to go into the branch that we use for the 
plugin pack
2. DEVEL - Wari and I check our licensing related changes into this 
branch.   These changes also need to go into the plugin pack
3. PYBLOSXOM_1_2 - Will checked in his licensing related changes and 
bugfixes into this branch.  These changes need to go in the plugin pack

I am going to merge obvious plugin and documentation changes from HEAD 
and DEVEL into PYBLOSXOM_1_2 to try and get us to a state where we can 
do the plugin pack.

I'll send a note after I do the merge but before I check those changes 
in.
