problem with conditionalhttp

I did some poking around in CVS and it looks like this line in
conditionalhttp wasn't in any other branch, but got checked in with Ted's
merge from HEAD to PYBLOSXOM_1_2:

if config.has_key('comment_dir') and not "rss" in
http.get('REQUEST_URI','') :
That "rss" in http.get('REQUEST_URI', '') part hasn't been checked in
before anywhere and it looks like something Ted did locally on his blog,
maybe?
Anyhow, that isn't valid Python 2.2.x code.
So, my questions are two-fold. First, is that analysis right? Second, if
the analysis is right, is it ok if I back that line out and release
another contributed plugins pack?
