In addition, you can have a script which is SUID and runs as the user
owning the installation. It should just have the ability to append
comments to a file or queue. The user can edit the file or queue to
get rid of spam and such. This does almost certainly not run on
windows.
On some systems with ACLs (both Unix and Windows) you can just have
the user create the file and then give the web server write or append
access without having to mess around with user + www-data groups and
such.
