getting ready for a pyblosxom 1.4 release

I've really been sitting on PyBlosxom too long and it's really time to
do a release.  I didn't get all the unit testing and regression
testing work I wanted to get done.  I also didn't get some of the
other stuff I wanted to get done.

However, there has been a lot of cleanup since the last version, some
documentation changes, a new pyblcmd command, and some fixes here and
there.  I think it's high time to do a release.

I've been running pyblosxom from svn trunk for some time now.  Has
anyone else been doing this?  Anyone have any opinions on whether I
push to do a release in the next few days or whether we wait until
there's more testing work done?
