pyblosxom 2.0 and utf-8 -- help needed

I just checked in a bunch of changes to the formatting pipeline for
entries and ... I'm really concerned that PyBlosxom doesn't handle
non-english languages correctly.
First off, I want to apologize for being monolingual. I did take
classes in Spanish (University didn't consider "C" to be a romance-based
language), but found them difficult and it never stuck. I consider this
to be a handicap of sorts--especially when doing this kind of
development work.
I put up a planning document which is entirely bereft of content
regarding making utf-8 the default encoding for all things in PyBlosxom
and making sure that everything works "right" for non-english and well
as english blogs:

So the big problem is that ... I don't know whether I understand how
people use PyBlosxom for non-english blogs.
Do you write your blog entries in utf-8?
Do you write blog entries in some other kind of unicode and expect
PyBlosxom to do the right thing?
What have you had to do to PyBlosxom 1.4.x to make sure it handles your
blog properly?
Is there anything else I should know in order to build test cases to
make sure everything is working correctly for PyBlosxom 2.0?
(As a side note, can anyone help me write those test cases?)
