Could the RSS flavor be different from HTML, so RSS uses
num_entries while HTML doesn't? What does blosxom do, and what
did pyblosxom do before the change?

I do give out RSS URLs to my blog, e.g. for aggregators that are
only interested in entries related to the topic they're aggregating.
I didn't think that was all that specialized or unusual, though I
agree that navigating an html blog, and being able to get to
old entries, is a basic feature and it's frustrating when
blogs don't give a way to access older entries.
