contributed plugins

As of PyBlosxom 1.1, we no longer include the contributed plugins in the 
PyBlosxom release.  Tehre are a few reasons for this the biggest one being 
that PyBlosxom has releases every once in a blue moon and so we'd be 
sitting on plugin fixes until the next PyBlosxom release which severley 
(however that's spelled) inconvenienced everyone.

So, we're going to split it into two separate components.  PyBlosxom will 
get released on its schedule and the contributed plugins pack will get 
released on its schedule.  We're working on figuring out whether this is a 
good-enough system or whether we should switch to a better system of 
handling contributed plugins.  We'll get there when we get there, but 
probably when someone has more time to spend on the issue itself.

Hope this helps you folks.  I went through and adjusted all the items in 
the plugin registry accordingly (sort of--the items don't reflect release 
dates and such yet).
