how to get unescaped $body?

I am using the RST parser and trying to output application/xml (atom
feed). RST returns proper HTML, but somewhere after the
cb_postformat stage, this HTML is being escaped, so that the result
is &lt;p&gt; instead of <p>.

How can I prevent/override this? I want $body to contain the pure
HTML, not an escaped version of it.
