PyBlosxom is definitely capable of serving up multiple blogs from a single
set of files. There aren't any official directions for it (i.e. I haven't
written a chapter on it in the manual yet), but I'm pretty sure there have
been a couple of people who have set PyBlosxom up in an "isp-like" fashion
and there should be emails in the pyblosxom-users archive with some
details. Archives for pyblosxom-users are at:

On a side note, if someone wanted to centralize some instructions on this
kind of setup and send them to me, I'll add them to the manual. I'm sure
there are a dozen different ways to do it, but something that involves CGI
and Apache is probably the most common situation. I know this issue pops
up at least once every 6 months or so.
