Hrm. I'm not sure what the issue is, but what's probably going on is that the file isn't proper xml in some way, so when it's parsed, the cmt object ends up being a None and None doesn't have a cmt_time key in it. Try taking out that in the <description> section. I've done the same thing once or twice where I accidentally deleted the comment and wanted to restore it and the way I went about restoring it was to re-enter the comment using the information in the email using the comment form rather than trying to re-create the comment file.
