The comments.py plugin is separate from PyBlosxom releases. I'm not sure what the latest does, though there are a bunch of different versions that have different information in the email. I know Mako sent me a patch recently that fixed some email problems and I don't recall if his patch has the ip address or not. If it didn't, I probably re-added it.
