cb_prepare plugin question

If I wanted to create a page on the fly in cb_prepare what would
actually be necessary to make it work?

E.g. if data["entry_list"] is empty what is the minimum one would
need to put into data["entry_list"] and anywhere else to get the
rendered to display something?
