years and categories (was Odd error in wbgwiki.py with numeric only directories)

This is intended behavior and PyBlosxom jumps through some hoops to
make it happen.  It allows you to more easily view archives of
categories.  For example:

   /dev/

views the dev category and:

   /dev/2003/

views items in the dev category from 2003

   /dev/2003/01/

views items in the dev category from January of 2003 and so on.

I happen to like this feature of PyBlosxom, but it definitely makes it
difficult to have categories that looks like dates.  At this point, I
think the better fix is to have people name their categories
differently.  For example, using "year2003" instead of "2003" as a
category name.

If we were to change this behavior in PyBlosxom 2.0, what should the
new behavior be?
