Thanks for the reply!  I played around with this for a few more hours
til I discovered a version of the folksonomy plugin that handles
static rendering.  I switched to that and all's well.  The most
difficult part was realizing I needed a .htaccess file in my tags dir:

,----[ .htaccess ]
| DefaultType text/html
`----

to properly render tag urls (which have no .html extension) as html
rather than raw text.

I'm very pleased with the relationships between posts that are
revealed with tags.
