As I said in my previous reply this has no bearing at all on my
problem.  In fact I suspect that all it does is make things
consistent.  Modern apache installations tell the world that
everything is UTF-8 regardless of what it actually is!

OK, we should all be moving to UTF-8 but as my editor of choice can't
currently create UTF-8 encoded characters I need to use iso-8859-1 for
a while yet if I want accented characters, pound signs, etc.
