Very strange/confusing startup behaviour

I am trying to set up pyBlosxom so I can have two separate blogs.
I first tried making copies of pyblosxom.cgi and config.py to files
called tlblosxom.cgi and tmlcfg.py. I changed tlblosxom.cgi as
follows:-
from tmlcfg import tl as cfg
... and I changed all py{} and py[] references in tmlcfg.py to tl{}
and tl[]. In addition I changed the datadir one in tmlcfg.py to:-
tl["datadir"] = "/home/chris/webdev/tlblog"
(the config.py one points at /home/chris/webdev/blog)
I then called the URL:-
http://home.isbd.net/cgi-bin/tlblosxom.cgi
the result was *identical* to what I get when calling the pyblosxom
CGI. I restarted apache and I even restarted the computer to see if
there was some caching going on but nothing changed.
I then *removed* config.py from the CGI directory, the above tlblosxom
line then worked as I expected and showed my differently rooted blog.
If I put the config.py file back then tlblosxom CGI shows my old blog
rooted at /home/chris/webdev/blog.
What am I doing wrong - if anything? Why does even a changed CGI file
and config file which don't have any references to my original blog
still default to using it when the old config.py file is present.
It looks as if "config.py" is in the code elsewhere.
