Now... getting trackbacks working

I've moved, and reproduced my pyblosxom install and documented it at:
  http://reagle.org/joseph/blog/technology/python/setting-up-pyblosxom.html
Of course, now I'd like to use trackbacks. I followed the instructions and 
stuck the trackback.cgi in a convenient location:
  http://reagle.org/joseph/trackback.cgi
But the only response I ever get is:
<?xml version="1.0" encoding="iso-8859-1"?>
<response>
<error>1</error>
<message>not trackback</message>
</response>

If I try to create a trackback for that item, it simply fails.
  http://kalsey.com/tools/trackback/

How do I figure out what the problem is?
