I got it working! I had to make a couple of changes to tags.py to
get around one error it was triggering and the fact that it has no
code to actually generates the static tags pages.  I also had to
figure out some requirements that weren't spelled out anywhere.

In case anyone else with a static blog is interested in adding tags,
I've written up what I've learned and put links to the working
plugin (warning: it now assumes static and might not work for
non-static blogs -- I have no way of testing the non-static
case so I didn't worry about it and left that part commented out).
