I wonder if you could do something like that in pyblosxom? Use categories+filename as permalinks but if you move a post leave a file behind with an HTML redirect in it. It could get messy. If you moved a whole category you might have to leave a whole lot of HTML redirects, and if you moved the same post more than once you would get a chain of redirects.
